może nie mieli krótkich w miarę sprawnych, skoro na 10 był przegubowiec

Most probably - yes - there weren`t enough short buses. But at the moment - for a bit more than 2 years - there is shortage of articulated buses. To make things worse, none out of 10 Neoplan N4421 are in service due to recent accidents with 998 and 999, when something in motor section caught fire.
